Save the page "as template".
Thus, DW will automatically create a folder named "Templates" and will
put the file in there. Then, select the areas you want to make
"editable", i.e. the places on the page which you will be able to change
and that won't be locked by the template.

Then spawn new pages from the template: Just order a new page, and
you'll get a dialog window where you can select the option to create the
new page from the temple. Finally, do whatever in the new page's
editable regions.

That was a brief description. Check help files for more.

You can also use "SSI", i.e. server-side includes. In short, that's when
you tell the server to bring in the content from another file into the
page. That content could be the menu.

Or you can combine templates and SSI...
