Is this a fair assessment of this article? If by resolution you meant a
maximized browser to avoid horizontal scrolling, at 750 width you will satisfy
at LEAST 76% of your users because the other 24% (along with those of the 76%
who don't maximize their browser) are most likely already used to horizontal
scrolling, however you should not be developing a maxmimum width screen.

You tawkin' to me?

My point is that the only thing that resolution determines is the 'maximum'
browser viewport practically achievable on that computer/screen combination.
It has nothing to do with scrollbars, really, other than that indirect
restriction.

On a wide enough screen, you can simulate how your page will look on *any*
contemporary resolution by simply changing the browser viewport size. You
may need a magnifying glass to see it, however.
