Thats because you have the italian version of Dreamweaver... there is no fix
you can try english version at:
http://www.macromedia.com/cfusion/tdrc/index.cfm?product=dreamweaver
(make sure you select English)

I had inadvertently wiped out the whole main frame because I copied and pasted
your code over the code that was already there....oops right

but I had a backup of the files on the PC and I made copies of all the stuff
on the web so I don't lose things since I'm a novice

That's a bummer that I am going to have make the rollover bar again because I
thought it would work when i made the rollover bar...but oh well

What are my other options besides frames and why do people not prefer them?

lol, cable modems are fast

is there any way to quickly carry my mouse on, mouse off, and corresponding target items that I have already generated over to a rollover item?

The best option is to have a single html page with a header of some sort
(normaly made up of several images containing the websites name and slogan or
something along those lines) a navigation either on the header or on the left
side of the page and the body which is normaly in the bottom right hand corner
in the space the header and menu didn't take up.
