I have this same problem with a Microsoft Intellimouse optical, even on XP.
I installed all the new drivers for it, and it still happens.
This must be a DWMX bug.

I set my scroll to 2 lines and that seems to work, but I would much rather it be able to deal with 1 line. Can Macromedia provide an update to fix this?
