Whe you say pop-up do you mean the DW/FW pop-up menus? They are
extraordinarily template surly, and in general a flawed system.

I've read it before, and I know that it basically says that the dreamweaver
menus are bad. I get that. But i'm not about to go and change my entire site to
a different system. Right now i just want to know why dreamweaver keeps
crashing whenever i try to update the pages all at once (individually it works).

Maybe you should reconsider. Combining the menus with templates will be a
big headache for you.

Why does it crash? I don't know. But then I know nothing about your system
either. Wanna tell me about your computing environment, and tell me if you
get crashes like this ONLY with the pop-up menu templates?

I am running windows XP. I have another portion of the site hooked up to a
different template, which also uses a popup menu, and than hasn't had any
problems. It's just with this one that whenever i save the template or click
update pages, it gives me problems. Sometimes it just immediately quits, most
of the time it starts going on about how i need to save and try again, even if
there are no open documents. Then it gives me a whole load of errors about some
sort of <savedocument> not working.

And as to switching, i've been looking at some other systems, but I haven't
found one that i really like. I'm not very good at coding, so i prefer using a
GUI whenever possible with only a little dabbling in the code when necessary.
Most of the menus that i've found are all done entirely in code.

Of course they are. But some (most of the all-javascript menus) embed the
links in javascript, and that's what causes the problems.

Using the PVII approach, you would have no such problems, and you'd have the
added benefit of full compatibility with Templates -

I've looked at PVII, and it does seem the most promising. My only problem is
that I can't seem to figure out how to behave like the example one. I managed
to create a decent image for the cells that i want and set it to the background
image, but i don't think that that's the way to do it. Do I need to create a
table inside of the layer and then put the image in each one? Would that then
let me do a rollover to make it look like a normal button?

What about if I made the menu in flash and then just put it into dreamweaver?

Then the menu would be unusable by anyone without the Flash player. By the
way, if it means anything to you, search engines don't have the Flash
player.
