What a great question! What is "best practice" - meta tags on all pages or just
on index.html?

Also, while we're at it, if meta tags should be on all pages, should they be
descriptive of the whole site or just that page?

Each page should have a page-specific meta description. You may or may not
need meta keywords depending on your anticipated fit with Yahoo directories.
Most people agree that meta keywords are unnecessary otherwise.

By the way, you would have found hundreds of repeats of this advice here
with a little search.
