You can easily accomplish the same with any of the supported server models -
CF is not any better than ASP, JSP, PHP, .NET...
Find out which server model(s) is supported by your web host, and use that.

But to your other question... You have to make a database to store the
users, and passwords etc. You make these with Microsoft Access.
