I get the same result of the comment tags but no library item in between such
as this:

<!-- #BeginLibraryItem "/Library/sidebar.lbi" -->
<!-- #EndLibraryItem -->

Although I am seeing this just developing locally not remotely as the orginal
poster of this thread stated . In fact all the library items on a page are
just as above.. not guts just comment tags of where the guts should go.
Essentally I can't use the library items because of this and it is very
frustrating

OK - lemme just check the obvious things....

1. The Library item files are where they are supposed to be?

<!-- #BeginLibraryItem "/Library/Page Top Skipper.lbi" -->

2. Have you refreshed the site cache (SITE | Refresh Site Cache)?

3. Have you tried deleting and then redefining the current site definition?

#1 is not applicable becuase I create the library items through DW and not
outside the application.

Yes I have just tried 2 - issue still present
Yes I have just tried 3 - issue still present

Issue still present: the guts of the library items get stripped out and just
comments of where they go are left behind.

The site files are located on a 2nd hard drive that is installed in the local
computer.

Yes I have uninstalled and reinstalled the software, including preferences, in
my efforts...

could you do the following, to rule out a possible?

open a new document in Dw with File-->New
**don't save it **

insert an image that is in this site's Local Site Folder
ignore the nag screen about saving the file- don't save it.

what's the file path for this image tag in the source?
it should be the full hard drive/folder path to the image.
Pls put it in a reply.

oddly enough I can't insert an image via the method using Asset's image
gallery "Insert" button

The button pretends to be pushed but no action is taken. I tried this via code
and design view and nothing is happens..

that's more evidence of there being a "funky" character in the hard drive
name or a folder name leading down to this site's folder...

Use the menu to insert an image-
Insert-->Image
or the image button on the Common tab of the Insert Bar.
