Well the code looks good to me but not all browsers suport frames and
iframes...
it's posible your browser dosn't fully suport iframes so it may never have
scrolling... I've looked around and it apears that Mac IE has issues with
iframes.
Just like frames I frames should be avoided unless there is no other option.
Have you tryed scrolling divs?

I'm not sure where you are getting your information, but the browsers
that support "scrolling DIVs" are the exact same browsers that support
iframes - that is, all version 5 and higher browsers (plus IE4x) - in
other words, virtually all browsers in use today. IE5 Mac has some
issues with overflow auto, which actually would tend to cause more
problems in "scrolling DIVs" than in iframes :-). The issues can be
worked around, however.

I can't help without seeing the page and the source code. The poster
mentioned that an extension was involved so perhaps the extension used
attributes that are triggering the problem. Here is a test page I just
created and tested in IE5 Mac:
