I'm not sure how to change the default settings, but I do know that you can
change the file extension when you save. When you save, the extension window
reads *.htm, *.html, ..... If you type just a name, it will give it the first
extension, .htm. You can just type the name plus the extension that you want,
name.html and it will save with that extension. If you need to convert a lot of
files, consider using freeware file renaming software. One nice one is Flexible
Renamer.

If you follow the instructions in the EDIT | Preferences > New Document
panel, you can set DW to use html instead of htm by default.
