What you can do is creating a layer and put your picture in that layer. The layer you can set anywhere on the page you want, just by dragging it.

Layers locations work with coordinates, so it will stay at the coordinate you placed it on, no matter what resolution your screen is on. So if you drag it in the middle at 800x600, it will be more to the top and left on a 1024x768 resolution.
