Good and ambitious idea with the screenshots. But they don't reveal how
you have built the page. We need to see the code, or better yet: the
actual page.

Your page has a background image that is 2500x1757px and is 113,361bytes
heavy. That's pretty heavy, considering that there is no other content on
the page yet (remember, your page weight budget is 40-45K total for the
complete page). Who is it you are expecting to see the whole image?

So, you want the image in the background and the image buttons to stick
to each other, regardless of browser resizing, etc?
Don't use a background image. Create *one* image in your image editor
which displays both the background and the buttons, exactly as you want
the page to look. Then "slice" the image, meaning that you cut it into
several individual images, like "tiles". Do a Google for "sliced image
tutorial" or something. Or if your image editor already has a tutorial
(check its help files).
Then build a nested table in DW which corresponds to the structure of
the sliced image and insert image by image into this nested table. Do
*not* use the built-in feature in your image editor for this task. See

Finally, create clones of the buttons and edit them to make roll-overs
or whatever you want to do.
