You have pages that are not attached to the template? Why?

But the answer to your question is no, it wouldn't affect the layer's
positioning.

Murray, the reason why this is a library item is because this same footer
will
be used in pages that are not attached to a template.
Does it matter for the positioning of the layer that its content is a
library
item?
