Because the PVII menu methods are easy to build and maintain. The links are
all in plain HTML. This means that search engines can see and spider them
(as opposed to the DW pop-up links). It also means that DW's link
management routines can adjust the links when a file is renamed or moved (as
opposed to the DW pop-up links). And, not the least reason, it means that
you will learn how to build them yourself in any configuration on any page.
