PHP is a scripting language used for dynamic web pages. MySQL is a
database server. They are nothing to do with Dreamweaver, but you can
use Dreamweaver to manipulate them.

There is no simple answer to your questuion about creating a
discussion forum. there is quite a lot you would need to learn, to get
to that stage. Yo could do with getting hold of a good book. I
recommend "Dreamweaver MX: PHP Web Development" published byu
Glasshaus.
