I have a client who wants to publish an online newsletter, which he has in
MS
Publisher. What's the best way to get this to the web?

As Murray stated, take the text and rebuild it all from scratch in HTML.

If this is published frequently, and your client has some skills, they may
want to look into to using a product like Adobe Framemaker or Indesign. Both
which make exporting to XML and html a bit easier.

Ideally, the writers would write the content, and then that text would be
put into a content management system for the web and then sent to the
desktop publishers for the print version.
