Somebody shout me down if I'm wrong, I've only been using DW for 4 months, but:

The 'testing server' needs to be your 'local' PC and needs to have the server
side software installed, i.e. IIS.

So the default settings need to be changed, normaly your 'test' site resides
at C:\Inetpub\wwwroot on your local PC.
