I don't know if this fully relates because you say you made some security
changes and I'm not sure what that's about.
BUT- I used to get that error every once in a while and finally figured it
out in my case.

I would get that error when the page that I was dealing with was in a
different "site" than the one belonging to that page.
For example, I work on three different sites within a single session at the
computer. I open site A, work on a page, but without closing that page I
would sometimes switch site to site B. While site B is currently listed, I
may remember to upload that page I was working on from site A . When I did
that I would get that error. Now I'm in the habit of closing all pages
pertaining to a particular site before I open up a different site and that
error hasn't returned.

So I have narrowed down the question to this.
What has happened locally to my desktops that did not happen to my
laptop that will not let me update my sites on the server in question?
My desktops are running clean images and have group policy shut off.
This is very frustrating as I am sure you can imagine.
Any suggestion would greatly be appreciated.
I am running DWMX 6.1
