There are two problems here.

1. When you say 'pop-up' menus, are you referring to the native DW/FW
pop-up menus? If so, then you don't want to use them at all. Read this to

2. Once you have made a Library item, you cannot add behaviors to it.

And please tell me what you mean by this -

Here's a typical include / ssi statement we use:

That's a bad plan.

1. An lbi file has no function outside of Dreamweaver. Servers can only
use it as a text file.
2. Therfore, there is no reason to upload them.
3. Furthermore, making changes to them in Dreamweaver will only affect your
local files. That's what you would upload, not the LBI file.
