Quotation marks around the color code

I'm fairly new with Dreamweaver and have a number of questions. For simplicity in answering I will put each subject in a different email.

Sometimes the color code has the quotes around it, and sometimes it doesn't.
i.e. "#FFFFFF" vs. #FFFFFF

When I do the page validation at the bottom it lists all those without the quotation marks, and sometimes also lists the ones WITH the quotation marks.

The statement says:
#FFFFFF is not valid value for the "bgcolor" attribute in any of the currently active versions.

How can I get the Dreamweaver itself to always put the quotation marks around the colors, so I won't have to do it manually?
