Problem putting files on remote server

for the navbar for the site that i designed i made an image in photoshop and
then used the slice tool to chop it up and then made rollover images for the
links. it worked out fine in dreamweaver, but whenever i try to put the navbar
folder containing all the files in it, i get this error message.

Access denied. The file may not exist, or there could be a permission problem.
Make sure you have proper authorization on the server and the server is
properly configured.

has anyone seen this before? if so does anyone know how to fix it?
