Position of type on layer jumps or moves when viewed.

When I place a backgound image (jpg) on a layer and then create a new layer (on
top of image layer) with type, it views as I want it to in my browser (Internet
Explorer). However, when I actually view it on my site, the type layer position
has jumped or moved. What am I doing wrong? Do I need to create a table within
this layer? I'm a beginner using Dreamweaver 3.
