I had the same problem. I put a popup menu in a template and it worked fine
locally and if I copied all the files to a CD-ROM, the CD worked just fine on
any computer. But when I uploaded the files to a web server, about 1/2 of the
links did not work. I finally saw a note in the Dreamweaver Quick-start guide
that js does not work (or it is iffy) if you embed the script into a template.

That's certainly not correct. The problem is not that the js is not
working. The problem is that the links that are embedded in the js (as they
are with this menu system) cannot be managed by DW....
