Pop up Menu Behaviors

I am working on a template page, I want to use the 'show pop up menu' behavior
when a mouse over an image. For some reason the 'show pop up menu' behavior is
not available as an option. It is in the list but it can't be selected. I
have worked with it before with no problems, so I am not sure what I have to
change to make it an option. Any Ideas?

It seems when I try on a basic HTML not connected to a template or not a template it shows up as an option. Any idea why that behavoir can't be used on a template file?

Yes. Dreamweaver cannot manage the links because they only exist in the
