permissions change from root to user w/Dreamweave

Hi,

We are having a problem using Dreamweaver and Contribute, on Apache.

My Sys Admin says that it is because when a person edits a page with
Dreamweaver and then uploads it (checks it in), the permissions on that file
are changed from the main access group (in our case "web") where all users have
permissions, to the last person to edit the file.

Then, when the next person tries to edit, they are told they dont have
permission, because they are not in the right group.

My sys admin now runs a cron job to change the permissions hourly to "web" but
I wonder if there is something we are missing?

Any insights?
