Pausing up down message scroller

Hello,
I have used Dreamweaver on and off, but lets just say I am not aware of its
full capabilites.
I would like to create a pausing message scroller ( up/down) . Similar to
whats here http://www.dynamicdrive.com/dynamicindex2/crosstick.htm but some
variation would not be a problem. I am sure dreamweaver coudl accomplish this?
Could some one kindly show me how....
