Panels Mess Dreamweaver 8

Since I can't get Mx to reinstall I'm trying out the trial of
Dreamweaver 8. There seems to be some unfortunate limitations with
setting up panels. I noticed that attributes and behaviours can't be
moved anywhere. I'd like to group reference with Files. Dreamweaver
allows this but the tabs become squashed up with the name of the group.
This doesn't happen if, for example I group layers under files. Has
anyone else noticed the tabs getting squashed with customizing panel
groups. I'm using Windows XP Pro Sp2. Incidentally, help refers to a
panels section in the general preferences list (ctrl+U) but there's
nothing there. What's the best way to alter panels?
