Overlapping Issues

I am a new usuer to Dreamweaver and have been experiencing problems with
navigation bars created from frames and imported images moving about and
overlapping other items when the browser is reduced and expanded in browser
preview mode. Before I construct the whole site, I want to make sure I am not
doing something incorrect. BTW, the "Prevent Overlaps" option has been
selected. Im am using Safari 2.0.2 on a Mac.
