I figured word was out that Murray was gone and everyone decided to wait
until he got back so they could get the good advice......

layout mode and pop-up menus."

IIRC there were problems with the database server, so while it's
being addressed the web forums (the one app that generates the most
traffic out of all of them) had to be brought down on production to
make sure the other apps (online store, membership, etc.) had plenty
of headroom. The web team is working pretty hard at it as we speak
(and has been for a while now), but I haven't heard an ETA for a
relaunch just yet.
