Open Br window Behavior OR Spry tool tip

For one of those links at the bottom of my page "Board of Directors", I want a
little box to pop up with the list of names. the Open Browser Behavior would
work, but I'd like to make the box...more "designed", namely without the bar at
the top. Is this possible? Or perhaps I should treat this as an image and use
the Spry Tool Tip?

Any suggestions?
