Non-selectable text

I have a page with rollover images to link to other pages. The rollover is
about 148x28 high, to save memory the original art is 8x8 pixels. Now I want to
have some text floating over the rollover (so as to not have it in the actual
image graphics) and have tried it with a layer, but the layer itself gets in
the way, making the rollover underneath it unselectable.

Is there a way to make a layer visible (so I can see the text in it) but not
selectable, nor the text selectable??

(ps- original images included the text, but at 200bytes each, they looked bad
each time the page loaded. take a look - http://www.tikipod.co.uk/tpod_main.htm
- its not a huge wait, but noticeable. And I dont want to use frames because
you cant link to sub pages within the site)

I don't see any images on your linked page or its linked pages.
