Newbie Layout problem

My son has built a site for my business. However, the page that you view
differs with monitor size and property set up.

Is there a way to set the template so it scrolls or adjusts to a size
appropriate to the view of any individual PC?

I'd be really grateful for some help. I am not experienced in DW although ver
PC literate, so some basic language would be helpful.
