New To Dreamweaver Please Help!

I created a navigation bar and when I add content it moves. Is there a way for
me to lock it in place at the top. I have a footer and would like that to
follow the content down the page. I know it has something to do with the
tables. I have another question conserning the footer. I can't figure out how
to make the "links, mission, and contact" working links. I just put the
footer in as one graphic for now. I tried putting it in the background and
created a table to put on the top but can't get it to line up with the words
"links, mission, and contact". The link for the sit is
