need help with css

I am trying to find out two things:

why my links at the botoom of the page won't center even though it's in my
style sheet; and

why the numbers at the top of the portfolio aren't large like I have in the
css.

I know my code is a little muddle; i made the mistake of copy text from word
without just pasting plain text--i think this has a lot to do with it, plus
i have been trying to "fix" it. however, i still cannot figure out what i
have done wrong in my style sheet for these two things.
