Simple question but can't find a answer.
Is there a limit to the number of menu items that can be placed on a nav bar?

From a code perspective: no.

Practically: you're limited by available screen size.

If a lengthy nav bar (200 items) were placed in a layer within a navigation
frame, I assume it would call a scroll bar would show up. If this is true, the
list of items could be as long as desired.

Is this true?

Placed in a layer? It would only be true if you have scroll:auto styles on
the layer.

But why be so restrictive?

Technically possible but beyond the limits of usability IMHO.

If I was the end user, I would simply find an easier to use website offering
similar content.
