DW is not really smart enough to figure that out. But - you can control
where they go by using VIEW | Head Content, which will put a toolbar between
code and design view, which iconizes the various regions in the head of the
page. In addition, it puts a cyan outline around the editable regions, and
you can select the correct one to add the meta content to.
