Menu problem - cannot search for All

I have a search menu (County), that allows the user to choose one county to
search on, but I also want to be able to search on all counties. The menu
feeds off an access table with all the counties listed. When I tried to enter
a % value alongside a manual entry, "All counties", this doesn't work.

Anyone got any ideas?
