You are not mistaken, Murray. The educational/full versions should be
identical in function and file/version support- this sounds like a case
for technical support:

I can't speak for your Flash issues as I don't like or use Flash. However,
Dreamweaver I think has been done so that it works well for both Designers
and coders. I will also say that you are kidding yourself if you think you
can design web sites with any tool and not ever have to touch the code.
There are so many compatibility issues with the various versions and brands
of browsers that you have to do some code tweaking. Those that don't as I
said are kidding themselves that they are designing quality cross browser
sites and pages.
