Locked Templates

Could somebody take a look at
http://www.jewishtreasures.com/Templates/JT10.dwt? When I apply it to almost
any file -- use http://www.jewishtreasures.com/tester.htm as an example --
into editable area called "item", it shows up as locked. Bring your cursor
to the right of the rightmost candle, left-click, then depress the control
key. I get a slashed-circle in the edit area, and I shouldn't -- why is it
screwing up on me?

Yes, I know the template is a mess -- I inherited it.
