there are several pages in the F1 help "Using Dreamweaver" that cover this.

Select something, a word or image. Then use the Property Inspector to make
the link.

tip- if you are linking to something WITHIN your site, use the "browse to
file" icon on the property inspector, and set the pulldown in it to
"Relative to Document"

If you are linking to an EXTERNAL site (like google.ca) then you must type
the full url address, including the http:// part into the Link field.
http://www.google.ca

if you don't type the http:// part, dreamweaver will think you are trying to
link to something within your website.

Well you should have no problem doing this with dreamweaver it couldn't be
easier.

just highlight the text you want the code on and select propertys on the
bottom of the screen type the link in the box titled "link"

either that or you can do it in code view <a href="________.htm">text to click
on>

Like Joe said:

External links have to have a fully qualified domain name, along with a
protocol:

http://www.google.ca/
