I can store items in library but it doesn't update automatically across the site when I make changes. Is there anyway to fix this?

Is there a folder called "Library" in the root level of the site? Is this
where you are saving your *.lbi files? Have you tried recreating the site
cache?

Yes, there's a Library folder at the root level. It worked great when I worked
on my first site. This time, there are images in the library items and I just
read that DW does not copy images to a new site. Why? And how do I recreat
the site cache? Thank you!

Are you trying to move Library items from one site to another? In this
case, your best bet would be to do this outside of DW, using Finder/Explorer
to copy the files and associated images (make sure that the folder structure
is the same in both sites).

Recreate the site cache with SITE | Advanced > Recreate Site Cache. The F1
key is also a good way to read about how to do things like this.
