Layout Cells and layerplacment

I'm new to web building and I made a new layout cell but I can't seem to bring
it forward to over lay it with a layout cell alreay in place. The text and
icons in the new cell are hidden behind the old one. Any tips on how to bring
that layer to the front?

Being new to web building, the appeal of Layout mode is nearly irresistable.
You need to resist, however, otherwise you should plan on having lots of
moments like this. Just learn how to work with *real* HTML and avoid
Layout's 'smoke and mirrors'.

Now - I don't have a clue what you are describing. Can you show me your
code?
