layers with menus

Hey guys I am trying to figure out layers for the first time and I am not to great with HTML yet but I was curious if any one had some easy steps on using layers on a page kind of like when you mouse over a roll over button or link at the top of a page and it makes a layer pop up with more links. here are a couple of examples of what I am talking about https://www.softwarespectrum.com https://www.mediatemple.com I know that it is probably not too hard but it something I have been thinking about doing for a long time with this particular design and it is a little confusing to me. If there is a simple way to do it in DW4 that would be great or even a good online tutorial would be nice. Sorry the site I am working on right now is not on line or I would give you guys a link to peep it.
