Layer in frame causing page scroll (sort of) -

I have a scrolling layer inside a frame on my page. The problem is, even
though scrolling is set to 'no', if you click and drag down the content in the
frame, the page in the frame will slide up as though scrolling. Obviously the
frame sort of 'thinks' it's as tall as the scrolling layer. It's hard to
explain, but you can see the site I'm working on
http://cgm.no/_test/kontakt.htm. If you click and drag down in the content
area, you'll see what I mean.
Now this problem isn't the end of the world, and I can live with it if need
be, but it is a real problem with tabbing through the contact form as the same
thing happens. If there's no solution to the above issue, is it some how
possible to disable the ability to tab through form elements? If I could just
disable what's not visible on the page, that would suffice.
