how to file a magazine site

hello,

i am publishing a bi-monthly e-magazine web site. I will be updating the site
with new articles every two months.At the same time, I would like to be able to
archive my files. So when someone clicks on Issue#1, they can go that issue.
Now my question is, how should i file these pages? i mean should i make a
folder called "one", for example, and put everything there and always keep an
index outside the folders? and keep indexes on "one", "two"??? *sigh* hope i
can make sense in this question. basically, i am asking and advice from those
who update and archive their sites in an orginized manner. that's one challange
i always take. i cant even find my dreamweaver tutorial book around. any help
is appreciated. many thnx
