Here are some of the values you need to add to the body element in your css
file:

scrollbar-face-color:
scrollbar-shadow-color:
scrollbar-highlight-color:
scrollbar-3dlight-color:
scrollbar-darkshadow-color:
scrollbar-track-color:
scrollbar-arrow-color:

BTW when you are at a site you like go to File > Save As, then you will be
able to view the CSS file for yourself.

To be precisely: No, it's no CSS. Colored scrollbars are a MS-only
"invention" and only work in IE/Win, they are not part of any official
standard. Usage is at least questionable for different reasons.

That will fail on any page created in DMX2004, since a page properly
rendered in standards mode is rendered as if the scrollbar belongs to the
html tag, not the body tag. So, if you are using DMX2004, and you want to
devote the time to implementation of an IE/PC only effect, then make your
CSS show these styles as part of the html tag in your CSS file.

In addition to what the others have said, and if you still want to use for
IE only, then do it the correct way so your page validates, go here:
http://www.dreamlettes.net/extensions/#Scrollbars and use the scrollbars
extension.
