How do you redirect people?

Could anyone tell me how to add a link that redirects people to a page automatically when they open a certain page please?

With a server-side script or configuration file (.htaccess on Apaches)
to send an appropriate HTTP status code back to the client (301 "Moved
Permanently" or 302 "Moved Temporarily").
