I would try using a quicktime player on my site it streams music, I don't see
why it wouldn't stream a videos so you should have no problem using it.
I havn't used any videos latly so I really can't say much try searching yahoo
or google for a script.
Have you looked into a flash vidio you can also add cool effects through it
but make sure you know what your doing theres alot of flash "junk" flying
around and you don't want people to say you have some on your site.

These are huge questions. I'd suggest starting a google.

To broadly answer your questions:

Quote:
how do i put video on my website?
Create a movie file. Then link to it, or embed it on your page.

Quote:
what tools do i need?
If you already have the video file, then just DW. If you need to make the
video file/edit it/compress it, then you will need video editing software
and/or video compression software.

Quote:
will it stream?
If you set it up that way.

Quote:
any tips on optimizing?
This is a whole discussion unto itself, and would best be answered in a
video forum. There are all sorts of media formats and codecs to use with
video.

Quote:
what format is generally used?
Common ones are Quicktime, Windows Media, RealVideo, and then various
flavors of MPG and AVI.

It will stream IF you have a Quicktime server.
