How do i create different "groups" of style sheets?

This is probably pretty basic, but I can't figure it out. I want to create
'groups' of style sheets, that act independently of each other, ie: when I
create a custom style for one section of a site, and then create its link
attributes by using the selector choices (like a:hover), it attributes that
hover attribute to any link on the site, even if I've created another a:hover
attribute defined under another custom style. How do I fix this?? Any help is
greatly appreciated, and please explain as simply as possible. Thank you.
