how do i create a database

i have created a web page and i would like to know how i get my forms linking
to a database(from step 1)
i would also like to know how to how to setup a database for logins.

The best way to start will be with the help that comes with Dreamweaver. That
is a good and elaborate help. Start with that soon you will understand the
excercise. Explaining the whole proces on this board might be bit too much...
